Bohan "Bo" Liu (Evanston, Illinois, USA) is a visionary technologist and social innovator working at the intersection of AI governance, inclusive data infrastructure, and civic empowerment.
At the Equitech Futures Institute in Oxford, Bo co-created Koan, a thinking-focused AI Learning Management System (LMS). Koan was named the runner-up in the Kevin Xu Innovation Challenge hosted by the Rhodes Forum on Technology & Society. It is also a finalist for the Dobson Cup, hosted by the Dobson Centre for Entrepreneurship at McGill University.
A co-founder of Robust — a political-economic simulation platform using agent-based large language models (LLMs) to pressure-test policy — Bo is building tools that transform policymaking from abstract theorizing into participatory, empathy-driven simulation. With a background in AI alignment research, grassroots activism, and interdisciplinary leadership, Bo is redefining how emerging technologies can be ethically integrated into society.
Deeply committed to equity and representation, Bo’s early life across Beijing, Xinjiang, and the U.S. taught them how dominant narratives often erase marginalized communities. In response, he founded Ms. Blooming, an NGO promoting STEM education for girls in underserved regions of China and South Africa — impacting more than200 girls through representation-driven programming, scholarships, and mentorship. His community-building efforts also include co-founding the Liufeng Student Union, which supports more than 900 international students in navigating cultural and educational barriers across U.S. high schools.
Inspired by leaders like Mira Murati, Bo’s approach blends technical rigor with moral imagination, championing AI that doesn’t just minimize harm, but amplifies pluralism, agency, and justice.
